Youtuber LipShock did a tutorial with this very pigmented blue which made her eyes pop in such a subtle way. The name of the eyeliner is Fancy Blue and it comes from Sephora I am unsure Od the price but I am definitely going to be getting this liner soon. To make this look work you have to first line your eyes with black liner and then place the blue liner on top, and keep everything else neutral. As soon as I get my hands on it I will mimic this look.
